Best way to attach grommets to curtains?

I have a curtain wire in my Living Room. I have some valances hanging from the wire with those clips, but I think I prefer grommets. I have small grommets that will fit over the wire, but I’m not sure how to attach the grommets? Do I cut a hole first? What if I cut the hole too big? Will the hole fray? I’m really not sure if it’s even worth it. Any thoughts? I made the valances from cotton home dec material from Hancock. Thanks!

I always poke my hole first. I make it smaller than the grommet and work the tube portion in first, slightly stretching the hole as needed. Then I put it on the tool with the second half and finish it. I don’t have enough hand strength for the plier style tool, so I have the hammer one and just whack it. By making a smaller hole and working the grommet into it, you don’t have to worry about fraying and all the edges are sealed.
