How to keep people from seeing through open ground floor window?

I live in a ground floor apartment and all the windows face the sidewalk. I like having my windowshade up to let sunlight through but people keep peeping in. I taped wavy plastic over half the window, which effectively makes it impossible to see through, but if I have the window open people can still see in through the gap.

How about window tinting? Get the temporary kind that you can pull off when you leave the apartment.
